Demokratyzacja i de-demokratyzacja w wielopoziomowych demokracjach w Europie - cz. 1

Większość studiów nad zmianami demokratycznymi lub, w ostatnich latach, de-demokratycznymi koncentrowała się dotychczas na poziomie krajowym. Jednak są one równie ważne na poziomach lokalnym i regionalnym. Za cenne należy więc uznać analizy tych zmian w ramach struktur regionalnych i lokalnych w państwie oraz ich relacji z podobnymi procesami na poziomie krajowym (centralnym) – zarówno w przypadku wpływu szczebla krajowego na niższe poziomy terytorialne, jak i poziomów subnarodowych na szczebel centralny. Dzięki temu można lepiej zrozumieć procesy demokratyzacji i de-demokratyzacji.

Proponowany panel ma na celu przedstawienie badań w tej materii dotyczących różnych państw europejskich, ze szczególnym naciskiem na okres ostatniej dekady, włączając w to czas pandemii. Pytania, które będą stawiane w tym panelu, brzmią następująco: Jakie są trendy demokratyczne lub de-demokratyczne w państwach europejskich na poziomie krajowym i niższych szczeblach terytorialnych w ostatniej dekadzie? Czy istnieją pewne powiązania między przemianami demokratycznymi lub autokratycznymi oraz zmianami idącymi w kierunku centralizacji lub decentralizacji? Czy zdecentralizowane struktury terytorialne są „demokratycznymi enklawami” w przypadku de-demokratyzacji rozpoczętej na poziomie krajowym? Jakie typy zmian demokratycznych/de-demokratycznych można obserwować na poziomie lokalnym i regionalnym? Jeśli demokratyzacja lub de-demokratyzacja mają miejsce w czasie kryzysu związanego z COVID-19, czy mają one wpływ na struktury lokalne i regionalne?

W panelu będą prezentowane zarówno rezultaty badań teoretycznych (nie wypracowano dotychczas wystarczających ram teoretycznych dotyczących materii panelu), jak i empirycznych. W tym drugim przypadku przewidziane są analizy porównawcze oraz studia pojedynczych przypadków, z wykorzystaniem różnych podejść metodologicznych – jakościowego, ilościowego bądź mieszanego.

Party System Fragmentation in the Czech Republic and Poland: The Subnational Dimension

opis

The main objective of this paper is to analyse dynamics and changes of party competition at subnational level in the Czech Republic and Poland since establishment of the regional self-governments to the present, 1998–2020. We analyse dynamics and changes of party competition at subnational level in 14 Czech regions (kraje) and 16 Polish voivodships (województwa) and compare the extent and causes of party system fragmentation and its development. Especially, we focus on institutional factors as the main source of different type of party competition and different size of party systems fragmentation in both countries.

The Horizontal Supplement to the Representative Democracy: The Comparison of Eight OECD Deliberative Models

The contemporary representative democracies face multiple challenges, indicating the incongruence between the current democratic practices and the democratic needs of the population. According to Simon Tormey, low turnout, low party membership, diminishing political trust, and growing disinterest in the representative democracy contour the democratic crisis (Tormey, 2015, p. 16). However, James Fishkin claims that the deliberative democratic practices can supplement the institutions of the representative democracy and resolve the crisis of democratic institutions (Fishkin, 1991). Nevertheless, there is the salient potential of the deliberative democratic tools, the practical application of deliberative democracy slightly diverges from the theoretical assumptions. So, how do the current practices democratise the governance? This paper compares eight models of the deliberative democracy presented in the OECD Public Governance Policy Paper (OECD, 2021). The research evaluates each model in terms of efficiency in policy implementation, and the types of policies that deliberative models applied for. Furthermore, the deliberative practices at the national and local levels of governance will be compared. Based on the relevant examples the democratising potential of deliberative practices will be evaluated. The findings of the research are twofold. On the one hand, the deliberative democracy assists in legitimising the democratic decisions and involves the additional checks for the decisions of the local and national governments. On the other hand, there is a low level of attention to the deliberative practices and mostly the advisory function of public deliberation. Besides, the deliberative democracy is more efficient on the local level, in comparison to the national level of governance.

Local referendums in the Czech Republic: a missed opportunity or an effective tool for participation?

The local referendum is the only referendum used in the Czech Republic, and several hundred have been held since the enactment of this instrument. In the most frequent situation, these are referendums held in smaller municipalities, emphasizing the so-called "not in my backyard" issues, i.e. those with greater mobilization potential. The aim of this paper is to analyze these referendums from the perspective of political opportunities theory. The theory argues that the success or failure of political activism depends on political opportunities, i.e. whether the political system is susceptible to challenges that can lead to social change. This theoretical approach was originally used to analyze political activism within social movements, but the issue of referenda can also be interpreted as a form of political activism by citizens. By analyzing all the referendums held between 2000-2020, we find an answer to the question of whether the success rate of referendums depends only on the size of the municipality and the nature of the question, or whether possible explanations can also be found in the setting of political opportunities, such as the coincidence with elections or the structure of the municipal council of a given municipality, or whether the government is of the right or the left.

Opozycja polityczna w Polsce: wciąż opozycja czy już semi-opozycja?

Celem wystąpienie będzie analiza dynamiki przemian w obrębie funkcjonowania opozycji politycznej w Polsce w latach 2016-2021. Cezurą początkową będzie przejęcie władzy przez obóz Zjednoczonej Prawicy. Cezurą końcową jest rok 2021 r., drugi rok zmagań z pandemią koronawirusa. Należy także odnotować, że w okresie 2016-2021 doszło do zmiany w układzie sił w Senacie, gdzie od października 2019 r. większość posiadają ugrupowania opozycyjne. Dynamika zmian w funkcjonowaniu opozycji politycznej badana będzie w czterech obszarach: 1)Kreowania wizerunku opozycji politycznej w mediach publicznych; 2) Zasadach organizowania wyborów powszechnych; 3) Katalogu praw opozycji politycznej, szczególnie w parlamencie; 4) Korupcji politycznej i naciskach wywieranych przez rządzących.

W swoim badaniu posłużę się dwoma kategoriami teoretycznymi. Pierwszą z nich będzie opozycja polityczna rozumiana jako instytucja systemu politycznego, za sprawą której zorganizowane podmioty polityczne, w oparciu o występujące między nimi więzi i określony poziom trwałości, dążą do alternacji władzy. Drugą z kolei będzie zaproponowana przez A. Stephana i J. Linza semi-opposition, charakterystyczna dla współczesnych systemów autorytarnych, w których formalnie istnieje opozycja, jednak nie posiada ona efektywnego wpływu na proces decyzyjny.

Badanie zmian do jakich dochodzi w zakresie funkcjonowania opozycji jako systemu politycznego pozwala sformułować nowe wnioski dla badań nad de-demokratyzacją w regionie Europy Środkowo-Wschodniej. Varieties of Democracy  w raporcie z 2019 r. określiło Polskę jako jedno z państw europejskich, w których dochodzi do zmian określanych mianem autokratyzacji. Autokratyzacja prowadzi m. in. do przyjęcia przez siły opozycyjne atrybutów charakterystycznych dla tych podmiotów w systemach niedemokratycznych.
